Snowden is not a whistleblower. As a contract employee, Snowden has (had) limited protections. His employer Booz Allen Hamilton, terminated his employment. The intelligence agencies, by using the contracts can pay other people to handle personnel matters.
The process of whistleblowing is trying to work within the system.
